Kansas Entertainment, a development partnership between International Speedway Corp. and the Cordish Co., has withdrawn its plans for the Hard Rock Hotel & Casino at Kansas Speedway. The developers pulled their application for the $400 million project hours before the Kansas Racing and Gaming Commission was expected to approve it.
Kansas Entertainment said it would be willing to complete the hotel-casino in phases, but the agreement as it existed did not permit it. The partnership intends to reapply as a casino developer after the state reopens bidding.
